With the majority of ship classes there is almost nothing you can do to counter them. They disable you and any normal ship flying with them shreds you in seconds. I would have less of a problem with them if they were a dumb fire weapon (requiring you to aim) or did not disable your modules. In their present state they are a bit of an iWin button.
Basically I don’t like game mechanics that no amount of skill can save you from them.

Sure good positioning helps but these modules are quipped on the fastest ships in the game; they will almost always be able to isolate you or crush you when you over extend even slightly.
Keep distance to ECM if you want to avoid its effect, they are slowest inties.
They are not, they have the same speed as other interceptors of a nation. But of course speeds between nations differ, with imperial interceptors being the slowest by far.
And ECM on their own are more of a nuisance than a problem. It’s only when ECM disables you and their team hits you while your team isn’t there to defend you that you go down. But that’s the definition of having over-extended.

CovOps and Recon are the fasted, due to those two being on the Fed lines. ECM’s aren’t the fastest.
Odds are when you got shredded in “seconds” it’s because you’re being triple or quadruple teamed, and your basically dead already. The ECM just helps the triple team go do something else. Look at your death recaps and you’ll see it’s true. Now, what did you do to get a third of the enemy team targeted onto you?

Then try not to rush forward alone. Buddy up with an ally before you dash into the fray.
Alternatively, put on some proton walls (or the R2 Jericho implant). Also helps reduce the duration of other irritating effects like spy drones, WNJ.
The web from a cov ops is far more of a problem with the latest patch than the modules you describe. For those, you have implants/cpu mods to counter the effects to the point that it really doesn’t do that much to you.
The damage from the web however, is hard to counter on a lot of classes, interceptors especially. And with the nerfs to survivability (unless you fly a really, really slow and energy starved interceptor…) it is now easier than every to take out interceptors at your leisure.
I always feel like the N64 version of Star Wolf whenever I activate Stasis Generator and Ion Emitter. The debuff times allow for a large margin of error to occur for both teams with the the current debuff time lengths. If no one responds to a shut down target, the target usually gets away whooping like a Zoidberg. If the team is working with each other, well, heh… I like the debuff times at present; I feel like every debuff activation is critical to victory, and every time I get locked down I’m grateful for having Proton Wall on almost all my ships.

My hate on ECM comes from me flying them. I KNOW they’re OP, but nerfing their modules or survivability isn’t the way to go with them. They need an overhaul. Especially because, as they are now, they are NOT ECM.
I’m okay with sacrificing Stasis on the altar of Balance
And what would we get back? ECM would become practicly useless.
How so? I recently started played ECM (along with Jericho LRF, basically all the easy-mode ships) in my quest to become a terrible player. I don’t even fit stasis, I think the module is overvalued. Those players that you might need it against will have fit and implanted accordingly and the rest die easily anyway. The single advantage of stasis is to pull a recon out of MWD mid-flight, but that’s not worth an active slot…
