My first question is why so much time difference on recharge times?
And second, is that just bad written that we get 1206 points of shield each second for 8 seconds, or they mean we get 1206 points over 8 seconds?
Well its that way, god knows why. I think its 1206 every second for 8 seconds.

Yep thats a frigate skill, we fighers heal one tenth. And the reuse timer is 2 minutes faster. Go figure…

It is balanced, if people even consider using it.
If i have to chose between healing my shields to full strength with one skill (every 46seconds), or my hull by 20% (every 4 minutes)… the choice is obvious.
Shield booster modules recharge X shields over 8 seconds, not ‘every second’. Basically it’s a 8 sec regen of ~150 points per second. There are not even fighters there (maybe except for Jericho ones) that would be able to fully use nearly 10k shields recharge the OP is talking about.
