I agree with everything but, you MUST be able to prove that a TK is intentional (as you did), as I said, banning someone for popping a torpedo in a melee fight who takes out a couple of friendlies, while also taking out enemies at the same time, is NOT something that will be / should be punishable as that is how the weapon is used, and whether you look at it this way or not, that player is trying to help the team.
You can’t look at every TK as intentional because the reality is they are not.
As it is a team game every behaviour that discourages teamplay (e.g detonating a torpedo in the midst of 5 allies to kill 1 enemy) should be reported. This is not how the torpedo is supposed to be used. Yes, sometimes killing your allies is the correct decision if you want to take down the bomb carrier, a cluster of enemies, a particularily dangerously positioned guy in combat recon etc. And no you can’t look at every TK as intentional. But yes you can and should make GM’s aware of players that do TK’s in situations where they aren’t needed/counterproductive on a constant basis so these players can be told to behave themselves.
On a side note, I kill teammates too if I have to so this isn’t a rage/hate post. It’s just that at some point you can’t excuse a players stupidity and/or obnoxiousness and/or lack of team awareness.
Also I like your name OP person
