They usually make a big patch every few months with a load of logos from here and from the RU forums.
Basically they will be done at the next version of the game, say 1.4

Why not just make it part of ingame UI? Surely it’s not hard to implement a simple image upload mechanism?

It might be so that the devs can manually approve the logos. So that offensive, copyrighted, or pr0nographix images aren’t used.
