I’ve suggested this before, but always tied to another suggestion. So here it is by itself.
I would like to suggest that all ships in a given tier start out at the lowest implant level for their tier and can level up to the max for their tier by earning synergy. For tier 1, this means all ships without synergy would start with only the rank 1 implant; while all full synergy tier 1 ships would be able to use implant ranks 1 thru 3. In Tier 5, all ships would start out being able to use implant ranks 1 thru 13, and upon reaching full synergy, would be able to use ALL of the implants.
The reason for this suggestion is to make all ships of a given tier viable options. Too many ships are viewed as garbage simply because they cannot make use of implants that other ships in their Tier can. The synergy update masked this problem by forcing pilots to level up every ship, rather than saving up their credits and skipping over the “garbage” ships like they had been. This suggestion would solve the root of that issue by making all ships equally useful for their tier.
It would also make balancing weapons and gear a lot easier for the devs. *cough*
No thanks. It would mean that you are at an even greater disadvantage when you play a new ship. With so many vets flying about with maxed out ships this would make gameplay very painful for vanilla ships. I would be ok with all ships on a tier to use all implants of up to and including that tier though.

Mate, currently a ship can only use the implants up to its rank. So while you can have a crew with all implants unlocked, only those upto the rank of the ship are actually used.
You seem to have missed the point because you are only thinking about the short-term impact. Would it be harder starting out in a new ship? Yes. But would it balance out the playing field? Yes. It’s not a bad thing to have a disadvantage at first because it encourages progression. What is problematic is when specific ships as still inferior to others simply because they cannot use all of the implants for their tier.
Since each ship has a different slot configuration, there really isn’t the need to make certain ones so much more powerful. Letting players level up ship implant rank would increase their options and make synergy progression feel more worthwhile.

Because each ship has a different slot layout. They aren’t carbon copies of eachother, you know.
So no, this wouldn’t have the effect you are suggesting.
I like the suggestion. Rank 13 ships not having the rank 14 implant hurts, since it means it’s much more difficult to dive in and out. Rank 7 ships not having Gigas II (which probably needs to be a bit balanced against the other rank 9 implants…) also hurts.
I’m not too certain about this making stuff easier to balance, though. Sure, ships in a given tier currently don’t have the same number of implants – but they’ve not had the same number of modules or stats, either. But whatever. I like it.

I think that from a balance standpoint it totally makes sense. All ships in a tier should benefit from the same implants. It could open new strategy and will help balance while making the “low rank” in each tier feel less annoying to fly with.
It should be available since the first synergy level, no need to wait to max out the ship (wich somewhat negate the balance purpose).
Only problem that I can see with this is about the rk 14 that already have a speed bonus to compensate the lack of rk 15 boni.
It’s already a pain to fly a rk 7 in t3 with on less active module. Having rk 8 implants would reduce this annoying thing.

I see it the other way : why bother flying rk 13 which have lesser stats when you have rk 15?
By now, flying a rk 13 ship in t5 is a BAD move. You only level them because you NEED it to reach rk 15.
This suggestion would add variety to the game by making low rk ships in each tier valid again, and not a “pain in the xxxx” low trashcan to fly with.
