the only weapon and by weapon i mean module and by module i mean active gunship module that can remove mines(well atleast some of them) is combat reset, thats probably one of the best uses for it

As much as I’d enjoy that on a personal level (outside of being screamed at for stealing your kills :P) I don’t think it would be a good idea in practice. The number of missiles people can take into battle is chosen for balance reasons and being able to refill would make the number you carry in the first place fairly meaningless as you could simply go back and restock.
Imagine unlimited numbers of mine fields, combat drones, nukes, anomaly generators, etc. etc.

I disagree to control the flow of rearming ship and maintain a degree of balance is the re-activation time. I have notice the game timer in most pvp matches approximately 10 minutes. To keep some sort of balance is to restricted on one engineering ship per team and activation only 2 times in game. In addition only certain weapon can be re-armed (standard missiles, torpedoes and mines)
This is a vital piece of kit that should be used by Engineering Frigate providing a vital support role for the team
