Right now Passive resist modules are pretty much never used, they terribly weak in effectiveness, plus putting on a resist to one type feels wasted when your hit by something else.
I was thinking that it might be better if the was a primary resist, and a lesser resist all, perhaps 33% or 25% or the pri resist total?
eg:
if you equip a +30 EM resist, you also get +10 Thermal/Kinetic resist (or maybe +8)

This would make Passive resist more useful, without making them Overpowered.
