I’m not complaining. I’m saying that it’s not only for bad behaviour that attackers might not show up. So a penalty system is hard to implement and balance.
It’s good to penalize abusive gameplay, but it’s not fair to penalize an entire corps when they are not at fault.

It’s not hard to implement a penalty in a way such that people don’t even realize they’re penalized.
For example:
Increase cost to announce attacks by 500 iridium
Give 500 iridium to a corp for each attack wing that shows up.
Bam, exactly like a 500 iridium penalty for not showing up, but in the form of a rebate.
