I feel like weapon modifier hotkeys would be a better fit ( for me at least) if there was an option to have a toggle mode using only one button. This way we could just “tab” through the weapon mods in brawls.

Agreed, but i re-bind the heck out of this games controls so i can reach them all with my thumb on my laptop (Func buttons require 2 keys, dammit) so in my case, not fussed.
However, this feature would be very useful with a mouse binding. 
I changed it to middle button. If I need to change modifiers, it’s worth it to move my finger off of left click. All my targeting is on the keyboard except for “target an allies target” which is on my mouse, I only need it when I’m not engaged and need to find someone to doubleteam. Otherwise I don’t use it. The keybindings are customizable, and some keys aren’t touched until T4 which is a minority of players.
