I’ve been having a lot of new players bring this to my attention, but some modules (particularly in T3), are not available until a certain rank within a tier (rank 9 for most). I find this to be a poor decision (if this is intended). Restricting modules that are supposed to be unlocked in a tier until the last rank in that tier (or even a higher tier) is just plain stupid. For example, if the Shared Cooler is supposed to be a T3+ module, you should be able to equip it on ALL of your T3s, even if your highest rank is 7.
Even if this is supposed to help game progression, it really isn’t. Having modules become available at the first rank of a tier is a much better solution than at the end of that tier.

In my opinion it’d be best if all ships in a tier had exactly the same total amount of both passive and active module slots, same possible load-out and were all able to equip implants of all ranks of the tier they’re in. But hey, baby steps.

Yeah, I never really got why they did this. Even Error was unaware of it when I asked him about it a while back.
+1 to OP. This is a surprising issue I and apparently many others weren’t even aware of for quite a while, which may be why it hasn’t been addressed yet. Hopefully with one of the next upcoming patches.
