I wish it would work like that from the start, but it won’t happen. I highly doubt it.
I know this game quite well and how it’s being handled over the course of one year. At the end, all will be monetized, there will be no other alternatives.
If they will be, I will be pleasantly surprised.
Developers want you to buy special containers in store, to buy free synergy and possible other upgrades/blueprints, etc. and even those are marked as possible or even very rare chance.
This means that maybe you will get something from 1 of 10 bought containers or absolutely nothing.
If it’s not already included, another pack will be added soon, which will do, what you suggest, but for a price.

Of course, higher tier Pirate/Cyber ships should bring even more loyalty vouchers, but it depends in which area you’re, not from where you came.
If you’ve Empire contracts active and if you’re in Federation space, killing pirates, you won’t get Empire Vouchers, but Federation ones.
The ships should be based on the tier or ranks and according what ships gets destroyed, you get an approximate amount of vouchers.
Tier 1 =10 vouchers Tier 2= 20 or rank 1 is 10 vouchers, rank 2 is 20 and so on.
Aliens must also provide you with free synergy as well, not just loyalty vouchers. Since they are the main in game protagonists, each killed interceptor ship should bring you 250 vouchers at least, if not more.
Cruisers should be 500 vouchers.
I hope they will add this.
