Invert Shield/Hull Heal Rate

The repair rate for shield and hull should be inverted, so that hull repairs slowly, and shield regenerates near instantly.

It makes sense that it would take time for a blown off piece of your ship to regenerate, but it seems like shields should just pop back to full power upon using the booster.

Yes, at least give default hull repairing rate as shield.
Also need seed chips related to hull.

Some amount of passive hull repair would be nice. Or stop making ships without hull slots. In a lot of cases, if you got heavy on the shield meta, your hull rarely gets damaged, so dedicating an active module to hull repair can feel like a waste, but when you need it, you need it.
