While in PvP or PvE, the loot generated needs to take in to account the actual ship that the user is playing, and add modules/weapons for THAT SHIP to the loot as possibilities. This way, pilots can get the unique items for that ship simply by playing with it.
This is very similar to how crafted ships add parts to loot if you use ships of their rank, and would be a great way to make non-OS players happy.
After the drops were added to PvP and PvE, the Open Space drops could be tweaked down a bit and more variation could be given to loot and items that you can find.
