fuse blaster isn't an engineer weapon

so I recently started playing with the fuse blaster again and my thoughts are, “what is this thing good for?”, it’s an ENGINEER weapon with stats that make it better cut out as an LRF weapon. this is about as intuitive as putting thar’ok on a tai’kin, here are my suggestions:

 

-lower damage to 50-70%

-add an effect: allies hit with the weapon have all their module cool-downs sped up by 5% (example: module has a 10sec cool-down is at 4.5 seconds, .5 seconds would be taken off per shot that DIRECTLY HITS, leaving the cool-down at 2.5 seconds left)
