I have noticed several times already, that when I apply my ECM module my enemy is not affected by it at all.
I believe this is due to implant effects(R14). I would like it that when an enemy has the Negative Effect block effect on his ship I am not able to use my modules on him, since there is no way to see whether he has the buff active or not.
When a gunship uses Combat Reboot this already happens, but not with the implant effect.
Implants only take effect when flying a ship of the same rank or higher, so a rank 3 implant will work on a rank 3 ship or higher, but will not work on a rank 1 or 2 ship.
So according to the above if someone had a R14 implant it should only work on ships they may have in T4 and T5. T3 ships and below would catch the wrath ?
Being T3 is more fun at the moment… not having to deal with unequal BOTS in T4 and T5

Having a R14 implant, means that only ships from rank 14/15(And in the far future higher) ships will benefit from it. Any ships below it(Meaning Rank 1-13) will not get any of the uses from the R14 implant.
Gunship combat reboot only seems to work if you hit it before the lockdown. Once Im locked out of modules, I cant *hit* combat reboot to get out of the lockdown.

When he has it active, and you try to use an ECM module on him the module doesn’t activate last time it happened to me. While with any other buffs that disable your module’s use, it does activate to no avail.
