This is a horrible misunderstanding of the concept. Nuke wouldn’t change at all since it has cartridge size of 1, and the total amount of Doomsdays flying around could be just reduced. Fox obviously has no clue about balance, but at its core this idea is a good one.

If the missile rebuild rate was made slow, the amount of missiles fired during a long battle would be low as well. Instead of this current system that actually encourages one to empty the whole cartridge at once to get the reloading happening as soon as possible (and then potentially switching to another ship with a full missile cartridge), we could have a system that encourages using missiles only when really needed, and gives players the flexibility to actually do so reliably.
