I hate it also. It feels like they are trying to purge us of our cash.
There should be an option in the options menu. Disable notifications of premium ships.

It’s a popup for the license because if you renew it immediately, you actually get a small discount. If you close out of that window, the discount goes away. So it does have a purpose, however, it would be nice if it wasn’t right in the center of the screen.
