can anyone tell me what the yellow bands on voucher contracts are?

although one cant see you attachment this is for the indication of the cool-down time

I’ll have to get my attachment to work, because i have bands on 3 of my 6 factions, 2 of which have no contracts with cool-down.   for some reason, none of my screenshots will upload
