I was thinking of playing only on the main 3 ship types(interceptor,fighter&fregate),on the defensive roles(ECM,Command&Guard),and because it is recommended to make a higher tier on every faction,to have better contracts.So I choosed Guard from Federation,but I don’t know what ECM and Command should I play on,ECM from Empire and Command from Jericho,or ECM from Jericho and Command from Empire.What combination should I choose?

I can no recommend highly enough tring every ship type out.
I promise you will be glad you did in the end.
Of course not all the way to T5. Even if they are all T1 ships. Then the special ecception for Jericos LRF… I think it starts in T2.
It will give you an idea of what you are fighting against. Then what ship type you like.
I started command & ECM myself. I found command ships slow & clumsy, though very durable. ECM are ‘in my opinion’ the hardest ship to play in the game.
After I stopped tring to force myself into ships types I found that I was a Covert Opts pilot. I am now leveling the other ship types and while having a lot of fun with it, I am really bad with them.
O also LRF is the best ship for invasion if you are going to alone. LRF and use attack drones. Not too much fun though.
In all I feel to get the most out of the game, you need to find what ship type you will have the most fun with. So try all of them.

I will not advice you to go on the Jericho Guard’s Line.
