Pilot ‘Lukard’ has a Tier 2, Covert Ops, White noise Jammer.
I think this is a bug because no one else has one.

This is not a bug. Some module have been made available in the past but have been removed from the shop. Player’s that bought the item before it was removed could keep them.

I second this motion. Most modules no longer available in a tier that players still have offer considerable advantages over players who either never bothered to purchase them when they were available, or to the players who haven’t been around long enough to have previously purchased them.
However, some modules previously removed from some tiers should be brought back (particularly TTC in T3)
