Also salvage rank 13-15 upgrade kits to get it sometimes.

Graphite can be found in higher level sectors (Rank 7+) or from cargo ships. If you wish to risk farming cargo ships and getting negative karma, then look for cargo ships being escorted by 3 fighters. One will be using rail guns and the other two will be using ion emitters.

 

Alternatively you can salvage Rank 13-15 modules/weapons which will yield graphite or osmium + some common components.
