Waz'Got passive module and nodes are bugged

I thought every ellydium ship can accommodate 12 passive modules, but i can’t activate the twelfth passive module slot all the points are already taken , can someone explain me why this ship can take only 11 modifiers and not 12 like any onther ellydium ship

Deactivate some nodes. When you open a new node, it is trying to activate, and you don’t have enough points.

did that, stll not working, how about you show me your waz’got config with 12 modifiers huh?
