The “water” at the bottom is an expanding buff bubble and the “waterfalls” are the effects from ships spawning.

My answer to everything these days is: LAAAAAG!! 
Laggy server made spawning take a long time so some of us were already spawned while others were several seconds late, allowing me to get that shot. Got lucky on the composition and my timing (made two screenshots in a row one right after the other, this was the second).
