If not, disable wireless and connect directly to your router with a cable ‘looks like a big phone cable, called an Ethernet cable’. Of course this assumes you are running wireless.
Run the speed test again. Did the pint change?
I did see some packet loss in your log, but we will try these easy steps first. Don’t be disappointed if it doesn’t resolve the issue.

I’ve run my internet through wireless for years so can’t imagine that being a problem. unfortuanately I don’t have an ethernet cable long enough to get from my modem to my computer. The first Attached pic is with the firewall and anti-virus activated, the secon is with both disabled.

I got it figured… I was having a problem connecting to the iTunes store as well. I went throught their troubleshooting guides, and found a little program in my start up sequence that was stopping me from connecting to iTunes. Turns out the same programs were stopping my access to the StarConflict servers. So yeah… fixed totally by accident. Thanks for all the help guys.
On advice from Apple(there’s something i rarely say)… I downloaded a program called Autoruns which is a program that shows you what programs are configured to run during system bootup or login, and shows you the entries in the order Windows processes them. and went to the winsock providers tab. (i’m kicking myself for not screen capping before i deleted the offending program).
Which was called Bigfoot/Killer… a gaming driver i believe… not sure what for, but as soon as it was gone… everything worked fine.
I could not find a reference for the actual name of the win socket, but it is a driver for a network card that is designed to provide low latency to games. Chances are you do not have the card, but the driver had been installed by accident at some point and time.
For future reference removing winsockets via autoruns will permanently remove them. This could cause issues with the functionality of software on your system. Don’t get me wrong, autoruns is a great product I use it every day at work.
If you feel you have an issue with a win socket a great way to test before permanently turning off a winsocket:
Start > all programs > Accessories >
command prompt > [select] Run as Administrator
app screen > Windows System > Command Prompt [on windows 8 systems]
In the black window type
netsh winsock reset [press enter]
If prompted to restart, do not.
Run start conflict again and see if any issues continue.
Only if issues are resolved should you move on with removing any winsockets via autoruns. Also, google things before you remove them…
restart the system to return all winsockets to there normal state.
