Everything has it’s place, in lower ranks (including r9s) some factions-roles are still not fully developed and start shining in t4+ due to modules/bonuses/implants/passive laouts
If everything is op in certain scenarios, that means that everything is balanced.

My alt account experience is that Jericho seem to get screwed in lower tiers. Guards which can’t tank, Commands with bugger all energy and ECMs that are at best a mild annoyance. They probably need a buff or two.
