'Tactical Warp' module doesn't work in OS

The description says: “Teleports the ship behind the back of an enemy marked as target. Increases your hull and shield damage resistance for 7,5 s.” |

Now we have too little information.

For example, module can be used on enemies only, but in open space most mobs are neutrals.
