And move the League Contract to regular PvP as well.
30-45 monocrystals should be available for anyone and everyone with a rank 15 ship.
This should be the only rank 15 contract - Universal Contract.
The other option is to make the contract much more difficult, so implement this Universal Contract , when all of currently known contracts of the Empire, Federation and Jericho would have to be fulfilled.
Total of 96 known contracts, which need all fulfilled at least once and as a reward you get 30-45 monocrystals. The cool-down period should remain at 3 to 5 days max!
You would do better, than you realize. Why? Because the value of Premium license would get back again, which means more $$$!

If you can’t queue when there is no other squad queueing, then nobody can queue ever!!!
