Hey there.
Started happening only since the last update, but I just can’t refit my r14 destroyers and other ships where you can select the slots too… All the conditions are fulfilled (so enough credits), but just isn’t working… 
See a screenshot here ; all slots selected, as well as options, and no way to get the “manufacture” switch working… Perhaps some kind of " level-or-advancement" condition I missed ?
