the table is misleading, since it tells you percents instead of points (the defensive bonus seems to be in points, so it becomes less important for actual resist fits, as point impact on resistance above 50% goes down a lot), as far as i have understood it, so I would love to have more clarity on that.
just saying that cinnamons note about 20% would be kinda strange, as r14 has (5% dmg / 15 pts defense) as compensation according to how i read that table.
But, you are right that R15 should get also compensation logically, given that missing the R15 implant seems to give one implant for free (5% damage) additionally to 15 pts resistance, even if its missing the credit/synergy income. Even if it would compensate for more than implants, its a bit much compared to nothing.
Personally, I would expect them to have around +10 pts defense, or / and +3-5% damage (making it +6-10% with some implants)

One resist when you have 0 or when you have 500 give the exact same amount of survivability. It doesn’t have less impact when you have already a lot.
The only downside to full resist build is true damage, but nothing deal true damage except collisions and killing a destroyer mod.
In fact, 2 resist = 2 strength (unless you have negative resist, then resit > strength), BUT both options are inferior to 1 resist + 1 strength.
So yeah it’s an indirect buff to buffer tanking, but not for the same reasons,
