I did a pvp battle with all r10 ships on 4/11/2016 21:36:16 Central Time or 5:36:16 MSK time. You can see my effectiveness is 5k+ but the Weekly Max. PvP effectiveness won’t update my score, is this is a bug or the description is wrong and I need r11-r15 ship to be on the board?
This confirms something I’ve noticed before hand when I tried to take a rank 10 ship to tier 4-5 pve. It seems rank 10 is now part of Tier 3.
