None of my ships reach the top speed listed. For example, my Anaconda has 260.7, but ingame it only goes up to 243.

Well , do you have any ship mods on it that reduce speed? Like the hull mod that increases hull hp by 30% but reduces speed by lik e 6% i think.

Any mods like that would show the speed change in the tooltip. But he is saying he cannot reach the tooltip posted speed in game.
Lets see if Errors advice fixes it.

It is a longer know Issue, but hasnt been fixed yet. I will re add this as report.
