PVP in blackwood

I believe a player used a hack to turn the pve sector into a pvp stage, because one moment we were farming credits in ‘Blackwood’ the next all 3 of us were in a pvp fight. It was about 14:50 NZD I have been logged in since the time this folder of logs state. So it was near the end of the logs where the fight broke out. And we gained a Black Heart" Achievement.

Not a bug.
If the owning corporation of the sector wants to they can temporarily disable PvE mode in a sector for a sum of Iridium.

It is if they dont own it at the time of the fight

Owning corporation turns it off for whatever reason (burning iridium or for fun) → other players see PvP is enabled on the map → players go to that sector for PvP → tadaaa
