Some time ago Gaijin added a trade blocking system for “suspicious activity”. To unlock trade you need to complete 50 pvp battles (but they can block you again) or enable two-step verification (then they won’t block you) on gaijin.net
If you choose T3 pvp, 50 battles will be very fast :))
