No. That achievement is about killing pirate turrets, not pirate ships. Hence you killing more pirate ships won’t make the counter grow.
The one that grows is the previous one.

In this case both pirate and cartel are referred to turrets.
Mostly when you have an achievement just on top of it that has the same wording but for ships instead of turrets.

now that you put this up, my caravan destruction achievement has stopped counting kills (even that ive killed many many of those…my count has kept steady for about a year), same has happened to Lampshadious.

Go to Federation Vanguard Outpost and kill escort ships or caravans. It should work.
