The Phoenix has always been a poor man’s Styx. With no shield or capacitor shot, and with weaker healing, the Phoenix has never really been able to shine in its own right. However, it used to be a reasonable stop-gap ship, and could pass as a Styx in a pinch. Now that Galvanized Armour is Rank 9+, the Phoenix has also lost its tankiness, giving it nothing over the Styx.
In short, this is dead content being sold at a premium.
The Phoenix needs a buff. The simplest solution would be to make it Rank 9, thus giving it back the tanking options and returning it to sub-par Styx status. Alternatively, or possibly in addition, giving it the same heal buff as the Styx and Valor would allow the Phoenix to compete and remain a viable choice in its primary role - healing.
This is a seriously under-appreciated ship, but with this nerf I think it’s doomed to obscurity.

Exactly. Remember the times, when you could equip Tier IV modules on it, before they got removed?
Oh yes, it can’t have remote hull repair either - that unlocks at Rank 9. So nothing only are its heals weaker than the Styx, it’s objectively worse at Hull focused healing, which is really bad for an Empire ship.

Bear and Blood Tormentor are rang 9 … why not Phoenix and Grim ? But we can say the same for Reaper, sawtooth, mauler.
Well Sawtooth and Mauler don’t need to be moved. But all T3 prems should be moved to R9. This does pose the issue that these ships have 1 fewer passive, but that can be easily adjusted. Imo, the Phoenix should get either a cap slot or shield slot, the Grim should get an engine, and the reaper should get either another hull or a cpu slot (another shield would just make it a premium anaconda-m, whereas another hull or a cpu would make it play differently).
The Phoenix actually used to be a fairly useful ship. With it’s recharge bonus, it was a great secondary healer, which could drop healing stations very frequeuntly, as well as provide a static barrier and/or warp gate more frequently.
It’s bonus would be good now, but it lacks shield slots and cap slots, thus making any of the auras far weaker than on the Styx or Valor (or even Anaconda and Alligator Mk2).
