Yes, if i have only one Capacitor avaible i prefer Heatsink if i use lasers, more dps than with pulse discharger, not less energy regeneration.
If i have a 2nd Cap it would be Heatsink + Discharger (With HB)
Another reason is that i’m lazy, i don’t need to change to heatsink if i change to eclipse. 
Energy = Life. So if i can i try to avoid energy regeneration debuffs.
Almost everything that hurts is thermal, so why not extra thermal resistance? Anomaly Generator, Disintegrator, Guided Torpedo, Doomsday Missile, Cruise Missile, Drones, Lasers have the most Dps.
EM stops at hull and the most kinetic ships just don’t deal enough damage to kill my styx.
Don’t forget that i usually fly in a squad, so it’s not easy to kill that dude. And i’ve torpedos over here!

I’ve got seven T3 lightweight hulls and six T3 submatter shields.
I used them just yesterday to have two 700m/s CovOps to complete my Nuclear Winter achievement for some free GS. I’m not ashamed.

I rarely flew this ship dude, just put on it what i thought. 
If i start fly it really i’ll probably change that build, i’m not flying active ECM like you. If you fly…
But since i’ve this ship i did good with it, this build is strange but not that bad.
If you want really efficient T5 builds, don’t ask me.
I can just help in T5 with the listed ship classes i said in OP.
T3 is my main tier, this will never change.
I fly Sector Conquest too… With specified ships.
Edit: In my shown Wakizashi Build, replace the 2nd capacitor module with a voltage regulator, forgot to change this mod.
