I bought R11 dessie few days go, 2-3 days before hot fix that allowed it to use laser etc. but I still cannot select electrum for daily resource task, only neodium and beryllium. I have rank 15 engineer and R11 dessie so it should definitely be available. I do get electrum from random trophies after battle though.
Does it show anything on hover over electrum?
