No idea how to buy nodachi A from ship tree

my problem i have money that must be some rule need more that 5 ship’s what is that no idea how exit from 10range that must be more

Maybe I understand what you wrote:

You need a specific amount of ships WITHIN a faction to buy certain ranks.

For example:

For R15 ships in Federation, you need 28 ships from federation.

If you only have 26 ships, it say you need 2 more for R15 to buy/craft R15 ships.
