You can not research if you have enough Loyalty to upgrade fully, not a bug

Not a bug, but somewhat boring.
Because it forces to use the “free vouchers”.

So you can immediately upgrade important stuff all the way when you get it. Or so you can immediately upgrade stuff to Mk2, like you used to be able to. I don’t know about you, but at higher ranks, the only thing I wouldn’t immediately upgrade to at least Mk2 is the Overclocked CPU. (For ships with a 2 second lock-on time, the difference between Mk1 and Mk4 is all of 0.167 seconds.) Every other module is immediately pushed to at least Mk2.
When I make a rank 14 destroyer, it will come with a new set of active modules. Adding in the weapon, that’s at least 5 new modules to upgrade. Some modules get substantially more useful when upgraded. (The Wormhole Projector gains 1km range; I have no idea about the new destroyer modules.) Without saved vouchers, I would have to level each one up individually, leaving the rest at Mk1. But if I save vouchers, I cannot use the new system, and am stuck with reduced voucher income. There is plenty of stuff that still needs to be upgraded, but it is even slower now – unless I am willing to give up the ability to do any upgrades on demand. If the whole point of the change was to make upgrading stuff easier, why can’t I use the new system without first using up all my saved vouchers?

Then what is the point of researching an unimportant module at all? Don’t need it, don’t upgrade it, loyalty from contracts will go into your pool regardless if you have module active or not
For me it’s a bug, because the feature promised to be there is NOT there.
I got no loyalty from battles because of this bug, because I can’t activate a module to gain these battle loyalties.
And what is stopping you from using your surplus of loyalty? Use that, and then you will be able to do a “research”
Bug block a feature that is blocking me to get loyalty for activated module in battles.
The system is there to upgrade the modules, and you can do just that.
I want to farm loyalty for a module in battles but this bug prevents me from that.

^To keep it to instant level up mods for the r14 destroyer?
And what is stopping you form purchasing a Destroyer module now, and insta lvl it from the storage with current surplus loyalty?
The fact that if free vouchers isn’t enough to level it up, you can’t spend them.
Compleate couple quests and it will be enough, what is the rush?
Well it’s just arguments. I don’t really care myself, but seems like other do.

I didn’t mean to suggest they were not worth upgrading, just that it is not a high priority. I could upgrade a number of modules with existing vouchers, but it is not really worth it in comparison to being able to get a new ship off of Mk1 parts or fully upgrading the parts of a ship I end up liking more than I expected.
As for buying and upgrading the destroyer modules now, there are (as I see it) two problems:
One, there does not seem to be any way to see how each upgrade affects a module, unless you can put it on a ship. Therefore, I don’t know which ones would be more important to upgrade.
Two, I do not know exactly which modules I will want. Only one of the destroyers has been released, and it is probably not the one I will build. We do not know what unique modules the Empire and Jericho destroyers will have. There are also the rumors that the 6th research phase will be a destroyer weapon.

It remain the problem that there is no research button and therefore a bug.
