do math on calculator for mk3 passive modules for these and youl see that im right. On Tier 1 the difference is around 200+ shields & 100 hull, becomes more on higher tiers im guessing
same with implants it seems the shield ones give less and the hull ones also

I’m curious, on what merit have the developers made this decision? Have you thought about giving a percentage increase based off of the total values?
Two things are to be considered :
all the modifiers are applied on the base value
the exact modifier is not always what the description says (the module modifier is round up or down)
if you have bonus & malus on the same value, the final modifier is not aqual to bonus-malus
