This is not a bug.
The implant works perfectly fine. In your video, you are flying a Rank 9 (Anaconda-M) or a Rank 10 (Anaconda Mk II) ship.
The effect of the implants is not retroactive. They are only affecting ships of the same or higher rank.

Well that video shows a R9 ship so of course it wont work.
If you can show a video of you in the hangar showing you have Empire R13, then go to a game with a R13-15 ship, then getting a game and implant not working…
