I just detect this bug accidentally.
As the title says, I can use “Ion Diffuser” on an enemy even there is a big asteroid between us, and he still got stunned as normal.
ECMs like me can exploit this bug to stun people while they have no idea who did that to them.

I don’t know if it is because of the slow network or my crappy computer, as you can see in the picture, my fps is very low and the ping is very high.
Hope to see it’s fixed soon 
This is not a bug, it is intended. Energy absorber and stasis need line of sight, but ion diffuser doesn’t. Same happens with the covert ops plasma web, you can apply that even behind cover.
There are a number of modules that do not require line of sight. Working as intended as far as we know.

okay so this is how it works, i don’t see it in the description so i thought it was a bug, and i feel it’s weird too
