It is not a bug.
Friendly ships don’t receive damage, only you if you are too close to the “explosion radius”
Just like any missile of yours will damage yourself if you are too close when it explodes.
Today I got killed by a ship explosion. It kind of surprised me. I didn’t take a screenshot. It looks like you were damaged by one. I guess that makes plasma arc that much more dangerous.
