Under what conditions do these become effective? I’ve never used them as the straight up repair kits seem to be the better choice.
With kits, you can quickly recover from damage dealt, they’re like a +70% extension to your hull or shields.
On the other hand, the short term resist only becomes effective if you are under heavy non-stop fire, which, even if you do survive, you’ll be left in an unrecoverable state, and totally vulnerable to brief hostile contacts.
Pro answer: If you aren’t an engi, but an guard or nowadays a destroyer, you can hold enemy fire in team pvp in the active state and then be repaired by engies(or by yourself as guard).

They are not mutually exclusive, so why not have both repair and resistance?
Multiphase Shield Adapter is one of my favorite modules. It isn’t particularly useful for most of the ships, but Jericho’s Long Range and Guard frigates can really benefit from it.
Guards have reduced shield resistances, so they’re always vulnerable to 2 of the 3 damage categories at a time (unless it is the lazy build where you have 1 Variative, 2 Thermal, and set Phase Shield to EM permanently). MSA is a great panic button for the moments you find yourself focus fired. Guards also have a large capacitor volume by default, so they can get several hundred points of extra resistance.
LRFs are somewhat frail but powerful, so situations will be over shortly in a way or another, and those few seconds of MSA are a plenty. With it one can fight most Gunship builds head on, and outlast other LRFs in drawn out long range engagements. It can also turn a surprise flank attack by a Covert Ops from a deadly threat to an easy kill; engage the MSA, drop a Minefield, detonate a Guided Torpedo under yourself, and then just watch the confused enemy die horribly.
I tried to use them but never found any use because the resistance was for such a little amount of time. If anything, it provides a buff to endure large single hits like from mines/nukes/pyros, but that’s it. Otherwise it is a wasted slot given its long reload time compared to its use.
