If I am attacking I care ! if I see the first guard at the beacon already has thier shield up… I have already starting counting the 10secs… If there is another guard in close proximity I would think thier should not be firing…as the active module on the first one is still in in its cool down…

Yes and no. If someone kills an enemy ship whilst under both Guards’ debuffs, BOTH Guards get Assist points. Same thing happens with every other AoE buff/debuff module. Modules stay active simultaneously, buffs affect all ships simultaneously but only the strongest buff/debuff will apply. With debuffs like Spy Drones / Plasma Web, the debuff duration is merely reset (unsure if it affects kill assists with Spy Drones, given the duration).
A way to steal kills? Make sure you fire YOUR Pulsar AFTER the first Guard.
Orygon, trust others: you got this stacking thing wrong in Command modules, and also for Pulsar.
In Guards case it is possible for both guards to get the points if they activated their pulsars in right order, but only one Pulsar does damage at a time, so it is possible that other pulsar does zero damage, and thus gets no points.
In all auras and debuffs and buffs and such, The one whom is overridden does NOT get points if he did not do any damage / assist any damage before being overridden.
It can be misleading, as one can of course have debuffed someone for one second with weaker module and that way already gained that way ‘assist rights’ before someone with better module overrides that same debuff.

For the Guards, I can, MAYBE, agree with you. All I’ve seen, so far, were proximity triggers, not module rank.
For Commands, if that’s true, then there’s only one explanation, which is me having a purple Aegis and the other guy having a purple something else, because we were both getting the same assist points.
