As description says, fly Guard frig (Zealot) and use mass propulsion inhibitor 3 times. Little number on that module says to you if have any enemies in its range.
How about the polarity one, the one for the coating polarizer? I use it quite often but the quest never works.

Quests typically need to be done in ships of the faction that gave you the quest.
oh…that makes more sense now, but that is such a wasted slot on a jerry command. I normally fly imperial ones so that threw me off.

From a team play perspective it is not a wasted slot (although I did not use it either on my jerry commands so I know what you mean). Anyway, those quests are for new players and the jerry commands come with that module pre-installed so for most these quests basically finish themselves.
