On a vanilla install of Windows 7, Star Conflict isn’t installing the required direct3d redist packages. Specifically it is missing d3dx9_42.dll.

might want to update direct X uninstall old one and reinstall use ccleanr to before installing new. Few people i know inc myself had same problems
