module description says “shield resistance to all damage is reduced by {x} pts”.
upgrade description it says “hull resistance reduction”
In-game effect says “Hull and shield resistance decreased by {x} pts”
I don’t know what to believe
Reduction and Decreased are similar words, are they not?
Sorry am not too sure what is it you did no understand
One line says it reduces hull resistance, another says it reduces shield resistance.
I only read “resistances” 
But it is both though
