Yup, translation is wrong, only ru and en are correct afaik.
The Mission to get to clearance level 17 is winning one deeadnough battle (sector conquest) with r14 ships or higher.

Yep, every of these mission translations is wrong. You can check the mission in the SC wiki: http://wiki.star-conflict.com/index.php?title=Campaign
But I would recommend to just set the game language to English so you don’t run into such troubles all the time.
