Yes, its normal.
in fact, at first you must do all campaign missions, but if you can’t lvl up, it just mean that you xp bar isn’t full.
to full it up, you must :
Buy ship / lvl up ships full synergie
Buy modules and weapons (or find its on open space if you can go) and lvl up them MK4 (purple) with research and vouchers
each lvl give you pts and you can fill out this bar.
All excess in this bar will be for your next pilot rank.
See the bar next your pic in hangar, just put your mouse on and you ll see all you need to do, much better than i can say : )
